There is a quote from Alan Ehrenhalt (1998, p. 11) that nicely summarizes the problem of data-driven ethics monitoring:“When government has the right people, and the right system, and the right intentions, many good things are possible. The trick is knowing which ones they are.” Ethics is an application of generally accepted social norms (morals) in governing behavior–that is, they help one establish right action from wrong. This manuscript examines the attempt in the field of public administration to use data-driven monitoring for ethical compliance. The term ethical compliance is used intentionally because an organization’s code of ethics and subsequently the standard against which individuals and the organization are judged as ethical or not are externally given. The application of the code and the understanding of the code may be endogenous to the organization (see Geuras and Garofalo 2002), but the code …
